Effective leaders are ones who have good intuition. Maxwell doesn't explain how to get this intuition, but says potential leaders can hone their intuition, and then hints at how this might be done:

Leaders can read the situation. Perhaps, awareness of surroundings.

Leaders can read trends. Perhaps, you can detect forthcoming change with experience, and again awareness.

Leaders can read resources. They know what they need. Experience.

Leaders can read people. Devote time to paying attention. Listen.

Leaders can read themselves. Pursue self-awareness.
